a) PUKONSA Unit
- Acts as a secretariat for the registration of contractors of works, supplies and services.
- To process the application of companies to be registered as a work contractor, or provider of supplies and services.
- To issue a Certificate of Registration as contractor of works, supplies and services to successful companies.
- To enforce general rules and policies for the registration of contractors through:
- Issuing circulars
- Membership in the Tender Board Committee or various ministries and statutory bodies
- Advisory/Briefings
- As a central records and references database pertaining to all registration of contractors of works, supplies, and services.
- To issue directives via circulars relating to the policies and general rules relating to the PUKONSA license from contractors.
b) Procurement Unit
- Act as Secretariat to the State Tender Board for the acquisition of procurements amounting to RM500,000.00 above.
- To process applications for the exemption of tenders/quotations.
- To process the procurement of common items used by government ministries,departments, and statutory bodies through the central contract.
- To enforce government procurement policies and general regulations through:
- Issuing circulars
- Tender Board Committee, members in various ministries and government agencies;
- Briefing
- Advice
- Collect, analyze, and formulate data for the purpose of;
- Measuring the performance and effectiveness of government procurement policies.
- To track state government expenditures, including the breakdown of expenditures by the various ministries.
- To update government procurement guidelines based on identified weaknesses and deficiencies to ensure that it will be more efficient, economical, and effective.
- To issue directives through circulars on the new government’s procurement policies.
- To keep records for reference purposes.
c) Vehicle Unit
- Act as a secretariat to determine ‘optimal fleet’ for all state ministries and departments.
- To process applications for additional/substitute vehicles required by state ministries and departments.
- To process applications for excess vehicles from all state ministries and departments.
- To update data on vehicles used by the state government.
- Collecting, analyzing, and formulating data for the purpose of:
- Measuring the achievement and effectiveness of government policies on vehicles management
- To up-date vehicle management's general rules based on identified weaknesses and deficiencies to ensure it will be more efficient, economical, and effective
- To keep records for reference purposes
d) Government Property Management Unit
- To appoint Board of Survey members.
- To process the following applications below:
- To dispose of government property through the Board of Survey.
- To write-off losses of government property and monies.
- To enforce government policies and rules on property management via:
- Issuing circulars.
- Monitoring verification works to all stores in the various government ministries and department.
- Giving talks and briefings.
- Advice.
- To Collect, analyze and formulate data for the purposes as stated below:-
- To measure the performance and effectiveness of government policies on property management.
- To detect the amount of revenue collected via sales of government property disposed.
- To update guidelines on government property management based on identified short-comings and weaknesses so as to make it more efficient and economically effective.
- To keep records for reference purposes.
